osp perms

Default permissions are required for both the !user.template and !site.template worksites. Default permissions should consider ~~SAK-5979~~ (which hides tools from worksites without minimum user permissions).

Matrices are not showing up in My Workspace by default. This can be fixed by setting osp.matrix.scaffolding.use in the "!site.user" realm for "maintain" users.

Additionally, Reports doesn't show up for "maintain" and "CIG Coordinators" by default -- this could be fixed by setting reports.view for "!site.template", "!site.template.portfolio" and possibly "!site.template.course".

2.5.0 QA has been completed. Unfortunately, there were not resources available to specifically test this issue. If you find this to still be a problem in the latest release (at this point 2.5.2), please reopen the JIRA and add the latest affects version.
