The order of the username drop down menu in OSP Wizards appears to be random and each time the page is refreshed using the browser refresh button, the order changes. This make working with a large number of particpants very difficult, because it's hard to find a name in the list. The list should consistently sort by last name. To reproduce the error,
1. Create a site and include the wizard tool
2. Add multiple users to the site.
3. Go to the wizard tool and note the order of the usernames inb the drop down list
4. Clici the refresh button in your browser.
5. View the list of names again. The order will be different.

Changed the users to come back in a list rather than a set for better (or actual!) sorting.
