Sakai has a variety of challenges when it comes to storing and managing chunks of data and content. Ultimately, almost all applications deal with file and associated metadata, so some kind of default, out-of-the-box manager needs to be provided. However, this repository needs to have support for integration to local file systems (including AFS), and it needs to be able to access remote repositories, potentially with very different interface and organization aspects.
